Dilated blood vessels are just individual blood vessels that you can see with the naked eye, either because they are bigger than the typical vessels in the skin or they are closer to the surface.

These can occur as a result of having rosacea, or due to sun damage, and sometimes-just genetics can cause these.

Lasers can remove dilated blood vessels.

The VBeam (pulsed dye laser), which works well for vessels around the nose or anywhere on the face, and gentle enough to use on children.  Most vessels or collection of vessels that are visible to the naked eye cannot be resolved with creams or other treatments.
